We have enough people playing now we should be able to fill it up and play. If we ever want to seriously work on team play, we should. I've only played squad rush a few nights but I thought it was fun!
The biggest problems in regards to driving traffic to our main server are 1) game still won't allow direct IP joins or joins through xfire and 2) most people check the option to leave out empty servers, so it doesn't show in the server browser. Even in favorites, it's grayed out.
Until/unless we start trying to play organized matches it's not really a problem anyway. In the meantime, if we want to drive traffic to our server we need to make an effort to do so; I.E. 5-6 or us start playing in our server and see if we can get some people to follow us in. That's all that happened before when we were full up for several days straight; a group of players joined our server at random and started playing.
